What is DIBBS?
DIBBS stands for Defense Internet Bid Board System. It is the online platform operated by the Defense Logistics Agency (DLA) where the U.S. Department of Defense posts solicitations for goods and services and where contractors submit bids and quotes. What is the difference between an IFB, RFQ, and RFP?
IFB (Invitation for Bid) is used when the government wants to award based purely on lowest price meeting specifications — typically via sealed bids. RFQ (Request for Quotation) is typically used for smaller purchases under simplified acquisition thresholds; most DIBBS solicitations are RFQs. RFP (Request for Proposal) is used when factors beyond price matter (technical approach, past performance, delivery), and proposals are evaluated on best value. The DLA Analyzer handles all three.
